New bill introduced in Assam Assembly to prevent witchcraft and black magic from poisoning the society

 The Assam Healing (Prevention of Evil) Practices Bill, 2024, was introduced in the state assembly on February 21.

 The bill was introduced by Parliamentary Affairs Minister Piyush Hazarika on behalf of Chief Minister Himanta Biswa Sarma, who had earlier said there was a need to ban magical healing practices with the express goal of curbing Christian religious propaganda.

The proposed law seeks to promote social awareness and eliminate “non-scientific treatment practices.  The practices range from exploiting innocent persons to those  who  employ it with the  intent to harm anyone,” in addition to harmful practices based on ignorance and poor health. The bill is move to strive  a safe, science-based environment protecting public health.

According to Section 3 of the bill, the government has the power to ban magical treatment methods prevalent in society for the treatment of certain diseases and health disorders.

The bill contains several key clauses to curb “inhumane, magical treatment” practices. As such, Section 5 empowers the government to punish any act or promotion of these practices, while Section 6 extends this to imprisonment of one year, which may extend to three years, or a fine of ₹50,000, or both. Is.

According to a 2021 report by the National Crime Records Bureau (NCRB), six deaths were linked to human sacrifice, while 68 murders were attributed to witchcraft. Many of the cases that have been recorded remain unreported.
